When you send an enquiry through this site, your contract of carriage forms directly with the licensed operator that confirms your flight — we arrange the connection, we do not fly you, and nothing on this site guarantees availability, pricing or outcome. These terms are effective as of September 2026, apply to every visitor and enquirer, and are subject to change as regulations, operators and route availability evolve.
Who exactly are you contracting with?
Indonesia Seaplane is a coordination brand of Juara Holding Group, an independent broker desk operating since 2015. We are not a seaplane operator, we do not hold an Air Operator Certificate, and we are not affiliated with, endorsed by, or a subsidiary of any operator named on this site, including Airfast Indonesia, Travira Air, Dirgantara Indonesia, Express Transportasi Antarbenua, or Santai Seaplane. When we pass your enquiry to a licensed AOC-135 partner and that partner confirms a flight, the resulting contract of carriage — including fare, baggage terms, and passenger conditions — is between you and that operator, governed by the operator’s own conditions of carriage and Indonesian civil aviation regulation.
Under the Ministry of Transportation’s water aerodrome regulation, a seaplane may only depart from or land at a water aerodrome once its organiser holds a certificate or registry issued by the Minister (Article 29(1)). Separately, Directorate General of Civil Aviation Decree KP 206/2021 sets the physical and procedural standards a water aerodrome must meet. Compliance with these requirements is the operator’s and the water aerodrome organiser’s responsibility, not ours — we coordinate the enquiry, we do not certify infrastructure or crew.
What does “coordination desk” cover?
Our role is limited to the following:
- Receiving your route, date and passenger details through WhatsApp, email or this site.
- Relaying that request to one or more licensed operators or resorts capable of serving the route.
- Passing back the operator’s quote, aircraft type, and conditions exactly as the operator states them.
- Following up on confirmation, documentation and day-of-travel coordination on your behalf.
Our role does not extend to piloting, maintaining, insuring, dispatching, or setting the safety minima of any aircraft. Those functions sit entirely with the confirming operator, under its Air Operator Certificate and under Indonesia’s civil aviation and, where the aircraft is on water, maritime rules — Permenhub No. 08/2025 specifically requires seaplane personnel to observe both aviation and shipping law while operating on water.
How do quotes and bookings work?
No unified national booking desk or published fare table exists for seaplane routes in Indonesia as of September 2026. Every quote we relay is charter-style and built around the variables below, not a fixed per-seat fare.

A quote is valid only as of the date it is issued. It is not a confirmed booking until the operator has accepted your passenger manifest, weight declaration and payment terms in writing. Prices, aircraft availability and even the water aerodrome used can change between quote and confirmation, and we will tell you as soon as the operator tells us.
What happens if a flight is delayed, changed or cancelled?
Seaplane operations depend on operator weather minima and sea state at the point of landing, assessed on the day by the operator’s own crew and dispatch — no published seasonal calendar or monsoon cut-off date applies uniformly across Indonesian water aerodromes. A flight can therefore be delayed, rerouted or cancelled on short notice for reasons outside anyone’s control, including:

We will relay any change, rebooking option or refund offer the operator provides. We do not have authority to override an operator’s weather or technical decision, and we do not independently guarantee an alternative flight.
What are the cancellation and refund terms?
Cancellation and refund terms are set by the confirming operator and stated on your specific quote or booking confirmation — they are not standardised across operators or routes, so read the terms on your own document before paying a deposit. Where Juara Holding Group has charged a separate coordination fee, that fee is disclosed to you before payment and is non-refundable once the coordination work (enquiry relay, quote sourcing, confirmation follow-up) has been performed, regardless of whether the underlying flight later changes or is cancelled by the operator.
What is our liability, and what is excluded?
Juara Holding Group’s liability is limited to the accuracy of the information we relay between you and the confirming operator, and to the coordination service itself. We are not liable for: the operator’s flight safety decisions; delay, diversion or cancellation caused by weather, sea state, mechanical issues or regulatory action; loss, injury or damage arising during the flight, at the water aerodrome, or during ground transfer; or any figure, specification or capability we did not personally verify with the operator in writing. Nothing on this site is investment, financial, legal or tax advice, and we make no guarantee of outcome, savings, or availability for any route.
How do we handle your personal data?
We collect the details you give us — name, contact number, travel dates, passenger count and any documents you send for a booking — solely to coordinate your enquiry and confirmation with the relevant operator. This processing follows Indonesia’s Personal Data Protection Law (UU No. 27/2022, “UU PDP”), which requires a lawful basis, a stated purpose and reasonable safeguards for any personal data we hold. For visitors from the European Economic Area or the United Kingdom, we apply the same GDPR-consistent principles of purpose limitation, data minimisation and your right to request access, correction or deletion of what we hold, even though UU PDP is the primary law governing this Indonesia-based service.
We do not sell your data. We share only what an operator needs to issue a quote or accept a booking (typically name, contact details, dates and passenger weight), and we retain enquiry records only as long as needed for coordination, dispute handling and applicable Indonesian record-keeping practice.
How are disputes resolved?
These terms, and any dispute arising from your use of this site or our coordination service, are governed by the laws of the Republic of Indonesia. We encourage resolving any concern directly with us first, in good faith, before pursuing formal proceedings, since most issues involve an operator’s own conditions of carriage rather than our coordination service.
