Seaplane Indonesia: where amphibious aircraft may legally land, and which desk to ask
Indonesia has only a handful of AOC-135 operators flying amphibious Caravan-class aircraft, and no unified national booking desk. The Ministry of Transportation has named eight priority water-landing locations. This hub maps them, routes your enquiry to the right regional desk, and says plainly when no published figure exists.
Indonesia Seaplane is an independent broker and concierge operated by Juara Holding Group. We are not an aircraft operator, hold no Air Operator Certificate, and are not affiliated with any seaplane operator or government body. Every flight is quoted and performed by a licensed operator.

Seaplane vs helicopter vs fast boat
Described in words on purpose: all three are quoted per trip, and none has a public per-seat tariff for private charter. The journal carries the full seaplane-vs-helicopter comparison.
| Criterion | Seaplane | Helicopter | Fast boat |
|---|---|---|---|
| Landing site | Approved water site or an airport runway (amphibious); resort-front only if approved and confirmed | Registered helipad or approved landing zone; many resorts have none | Any harbour or jetty with draught; some beach landings |
| Weather & daylight | Daylight VFR; swell and wind can cancel water operations | Daylight VFR for most charters; cloud and rain limit | Sea state governs; can run under cloud that grounds aircraft |
| Marketed seats | Caravan 208B EX amphibian, up to 8 premium seats as marketed by the operator | Light to medium types, a few passengers; stated per aircraft on quotation | From a private speedboat for a family to shared boats for dozens |
| Luggage | Weight-limited, soft bags preferred; float lockers are small | Tight; soft bags, weight declared in advance | Most generous; hard cases fine |
| Pricing model | Quote per flight; no public per-seat fare | Quote per aircraft or hour | Public per-seat fares on scheduled crossings; private charters quoted |
| Best fit | Island resorts with an approved water site; scenic flights | Short hops to a helipad; no water site available | Groups, heavy luggage, weather-flexible days |
Enquiry to dock
Seven steps from your brief to the jetty
The order every licensed operator follows before a float touches water. The full sequence, with what can stop a flight at each step, is on How seaplane travel works in Indonesia.
- 01
Enquiry
Departure, destination, party, dates and whether a water landing is needed. The desk routes it to the regional site or the operator.
- 02
Aircraft and weight check
Passenger and baggage weights against the aircraft's limits; a party above eight means a second aircraft.
- 03
Water-aerodrome permit
The landing site must hold, or be granted, approval as a water aerodrome. Unlisted resort fronts are checked here.
- 04
Weather minima
Daylight VFR, sea state, wind and visibility. The operator decides; the desk relays.
- 05
Briefing
Safety briefing at the departure point, including exits and float procedures.
- 06
Life vest
Overwater equipment is carried and worn as the operator instructs.
- 07
Dock
Landing on water, then one of four offload methods to shore. On a runway landing, the onward leg is by road or boat.
Four offload methods
- Dock — a fixed jetty the aircraft can taxi to; the simplest transfer.
- Mooring + boat — aircraft ties to a buoy, a tender brings guests ashore.
- Floating platform — pontoon anchored off the reef, tender alongside.
- Beach / ramp — amphibious wheels or floats onto a shelving beach; wet feet possible.
Which method applies is confirmed by the operator per site, as of 2026
Data column D · regulation & safety spine
The rules that govern water aerodromes and overwater flight
Named so you can check them. Stamped as of 2026; regulations change, and the operator's compliance is the operator's to prove.
- KP 206/2021
- MOS CASR Part 139 Volume III: the standard for water aerodromes serving aircraft of up to 30 seats.
- Permenhub 08/2025
- Places seaplane operations under a dual aviation and maritime regime; both authorities have a say at the water site.
- PM 2/2026 · CASR Part 19
- Safety management systems required of the operator.
- PM 6/2026 · CASR Part 47
- Aircraft registration; the amphibian must carry a current Indonesian registration.
- CASR 121.339
- Overwater emergency equipment: life vests and flotation carried on every overwater leg.
- AOC-135
- Commercial charter is flown only under an Air Operator Certificate. The operator we quote through states a partner AOC 135-067; that is its statement, not ours.
- Water-aerodrome practice
- Pre-arrival checks of the landing lane and a shoreline-separation rule, applied by the operator before every water landing.

From the FAQ-100
Six questions the desk answers every week
The full set of one hundred is on the FAQ page.
Can a seaplane land at my resort?
Only if the water in front of it is an approved water-aerodrome site, or the operator can get it approved for your date. Eight locations are on the Ministry priority list; everywhere else is checked site by site. If not, the amphibian lands at the gateway airport and a boat or car completes the leg.
How many seats does a seaplane have?
The Caravan 208B EX amphibian used on these routes is marketed at up to eight premium seats. A party of nine or more means two aircraft, or a mixed plan with a helicopter or fast boat.
Is there a per-seat fare?
No public per-seat tariff exists for private seaplane charter in Indonesia as of 2026. Every flight is quoted for the whole aircraft by the operator, after the route, weights and landing site are confirmed.
What happens if weather cancels the flight?
Water operations are daylight and VFR-dependent. The operator may move the departure time, re-route to a runway landing, or cancel; the operator's terms govern refunds and re-booking, and the desk relays them to you in writing before you pay.
Which permits apply for Komodo and Raja Ampat?
Komodo National Park charges park fees and requires a SIMAKSI permit for certain activities; Raja Ampat requires a marine park entry card per visitor. Both are separate from the flight and from the water-aerodrome approval.
How far ahead should I book?
Weeks, not days. The operator needs time for the site check, permit and weight planning; peak months and new sites take longer. Send the brief early and the desk will tell you honestly if a date cannot be held.
Brief the national desk
Send one brief. We route it to a licensed operator.
WhatsApp is fastest; email is fine for longer briefs. Tell us departure, destination, party size, dates and whether a water landing is needed. You will get an honest answer on feasibility before any quote.
Or use the contact page. Replies come from the trade desk of Juara Holding Group. No price is ever shown on this site; every figure is quoted by the operator.
